Collaboratively Building Objective Metrics for Tech Independence
Today, digital sovereignty is critical for keeping businesses and institutions agile and resilient. To make this abstract concept highly tangible, ORF and the Association of Austrian Software Innovations (VÖSI) have launched a groundbreaking initiative. Under the banner "Comparable. Explainable. Sovereign.", an interdisciplinary team of experts is creating the first transparent reference model to accurately measure digital sovereignty.
As an active member of this Special Interest Group (SIG) Digital Sovereignty, EBCONT is working alongside leaders from business, research, and the public sector—including the Federal Chancellery and the Federal Computing Center (BRZ)—to establish clear criteria that expose hidden tech dependencies.
The model targets the three core pillars of sovereignty:
- Operational: Staying fully agile in daily operations.
- Strategic: Maintaining long-term freedom of choice.
- Legal: Ensuring compliance and true data ownership.
